Illegal Camping in the Julian Alps Will Now Hit Offenders Harder in the Wallet

Until now, fines in some places were even lower than the price of a night in an official campsite.
Municipalities in the Julian Alps, after January’s legislative change that gave them greater powers, have decided to crack down on illegal campers. Across the entire area, they will standardise and significantly increase fines.
Camping in Slovenia is allowed only in official campsites. However, during the peak season, there is often not enough space in Gorenjska.
At the beginning of this year, the mayors of 11 municipalities in the Julian Alps Biosphere Reserve agreed to unify and raise fines for illegal camping by a factor of 10. The main reason was the ineffectiveness of the previous fines, which were often lower than the price of an overnight stay in a regulated campsite. Because of this, offenders, says Bohinj mayor Jože Sodja, were literally mocking them:
“Because in no municipality did they take us seriously. The same is confirmed on the Primorska side. When the wardens arrived, they already had the fine money prepared. More than that, they even offered to pay for the next day as well, saying they would just stay there anyway.”
Until now, the fines were indeed ridiculously low, averaging 80 euros, or only 40 euros if paid at the reduced rate. Now they will increase substantially, to 500 euros per person in a tent or motorhome.

That may sound like a lot, says Bled mayor Toni Mežan, but since these violations are increasing year after year and putting pressure on the environment, the measure is necessary:
“If we do not act now, I believe there will be a flood of these violations – on the best agricultural land and in completely unsuitable places.”
The increase in fines for illegal camping is also supported by official campsites in the area, says Boštjan Mencinger, president of the Bohinj Tourist Association, which manages Camp Danica in Bohinjska Bistrica.
First of all, order must be established in areas such as Triglav National Park, he warns:
“In that sense, we support this, especially at times when there is enough capacity even in official campsites. At the beginning of August, when all capacities are completely full, you can perhaps somehow understand something like this – although even then it is not right – but for this to happen in June, September, and at times when there is enough space in the campsites, it is certainly completely inappropriate.”

Uroš Ambrožič from Camp Šobec adds that, unfortunately, fines are the only measure with which these violations can be curbed:
“They are necessary because otherwise people simply do not understand that something is not allowed. But much more also needs to be done in prevention, in informing people that illegal camping in Slovenia is unlawful and that they need to look for campsites,” he adds.
Bojan Traven, director of Vintgar Gorge, warns, however, that fines alone will not solve the situation in the long run:
“Now we are weighing whether the guest is to blame when they come here and we fail to provide sufficient capacity, and instead only increase fines. It is right that the fines have been increased, but once again in Gorenjska, as always, the infrastructure is not keeping up with our needs.”
That, however, is another story entirely, one which, the interviewees stress, requires serious consideration and a similarly unified strategy to the one the municipalities were able to adopt in penal policy.
